This is not full power. The Consensus's wipe doesn't fully reverse — it is partial restoration, enough to move with purpose and danger again. He knows what he is. He has a plan. He controls WPU-3710 through Anchor Suits — arrived after the temporal accident, offered the only cure, turned the hospital into a barracks, holds life-support hostage for an army that cannot remove their suits.
 
He operates against the House of Confidence across Books One and Two. Patient, purposeful, ancient. Serving the old darkness at partial power, moving with the weight of someone who remembers being more than this and is building toward something.
