This document is issued in continuation of prior alignment materials and assumes familiarity with the foundational terms established during the Pre-Expansion Calibration Accords. Recipients who require foundational review should consult the Accords directly. Recipients who do not have access to the Accords should consider the present document inapplicable to their current operational scope and cease review.
This memorandum does not constitute a revision to the Index itself.
The Index does not require revision. The Index has not required revision since the conclusion of the Period of Adjustments, the duration of which is noted in the supplementary record accessible to recipients holding current clearance at or above the applicable threshold. Recipients below that threshold are advised that the Period of Adjustments concluded satisfactorily and that its terms remain in effect.
This reissuance serves only to address a pattern of misapplication observed in seven (7) documented incidents occurring within the last administrative interval. These incidents involved recipients who applied Index classifications outside of their sanctioned interpretive scope — specifically, who attempted to classify themselves, or who circulated Index materials to entities below the applicable demographic threshold.
The latter behavior is expressly discouraged. Reasons are on file. Recipients familiar with the file will understand. Recipients unfamiliar with the file are themselves an example of why the behavior is discouraged.
The Universal Stewardship Index (hereafter "the Index") was established to facilitate the legible administration of the expansion.
The expansion is ongoing. The rate of the expansion exceeds any figure this document would be useful in providing, as any figure recorded here would be obsolete prior to distribution. Recipients are advised to treat all specific figures in this and related documents as directionally accurate at time of authorship and not as current data.
The Index functions as an administrative approximation tool. It is not a measurement of power. It is not a measurement of value. It is an instrument for managing the cognitive load of oversight at scale, specifically for recipients whose operational scope requires them to interact with lower-tier entities on a recurring basis without losing track of the relevant hierarchical relationships.
The Index does not describe reality. It describes a portion of reality that has been made legible for administrative purposes.
Recipients should not confuse legibility with completeness.
The Index operates in Base-36 notation (digits 0–9, followed by characters A–Z) applied to a volumetric authority function.
Recipients are advised that the term "soul-weight" is used here in its administrative sense, as defined in the Pre-Expansion Calibration Accords, and does not carry the meaning the term has accumulated in the religious traditions of certain lower-tier biological cultures, which the Alignment Office notes with routine interest and does not find relevant.
The formula produces a curve that is intentionally — and correctly — non-linear. A single-character advancement in code value represents an increase in domain responsibility that, at sufficient scale, becomes notionally unquantifiable using the conventions this document is formatted in.
This is not a flaw in the system. The non-linearity is the system.
The following is an abridged representation of the tier structure for the purposes of this memorandum. The unabridged tier structure is available to recipients with applicable clearance. Recipients who believe they have applicable clearance but cannot access the unabridged structure should consult the Compliance Office, which will determine whether the access failure is technical or categorical.
Lower Administrative Range (Codes: Single and Double Character)
Entities within this range administer domains of a scale the present document declines to specify, as specificity at this tier has historically produced instability in lower-tier populations when documents have been inadvertently accessed. Recipients operating above this range are advised to treat lower-range entities as functionally local and to apply the standard non-interference protocols outlined in the Interaction Guidelines unless circumstances coded under Protocol 7-Delta or above apply.
Note: Lower-range entities experience the boundary of their tier as the boundary of reality. This perception is administratively convenient and should not be corrected.
Middle Administrative Range (Codes: Triple Character)
Entities within this range administer what the Index terms systemic domains. Their operational scope exceeds the direct observational capacity of lower-range entities, a property which the Alignment Office notes has historically required active maintenance. The mechanisms of this maintenance are not described in this document.
Recipients at this range are most commonly the entities misapplying the Index in the seven incidents referenced in Section I. Their misapplication typically consists of attempting to determine whether they can determine what is above them. They cannot. This is structural, not personal.
Upper Administrative Range (Codes: Quadruple Character and above)
The Alignment Office declines to describe this range in the present document.
Recipients who have operating experience at this range will find no new information in any description this document could provide.
Recipients who do not have operating experience at this range do not require a description, and providing one would constitute a violation of the Distribution Protocol under which this memorandum is issued.
The Alignment Office acknowledges that this paragraph will be unsatisfying to certain recipients. It was written to be.
E1 recipients are not assigned Index codes.
The reason for this is not that E1 recipients exceed the Index. The reason is prior to the category of excess.
The Index was authored in order to produce a legible relationship between the managed and the managing. E1 recipients are not a term in that relationship. They are a condition of its possibility.
Attempting to assign an Index code to an E1 recipient is not an error in the mathematical sense. It is an error in the grammatical sense — equivalent to asking a sentence to parse itself. The question does not fail to be answered. It fails to be a question.
Recipients who have submitted formal classification requests for themselves through the Index system are reminded that these requests have been noted, that they have been reviewed by the appropriate body, and that the recipients in question are encouraged to reflect carefully on the nature of the interest that motivated the request. The Alignment Office is available for consultation. It does not offer appointments. It becomes aware of you when it becomes relevant that it does so.
This document is issued under the Distribution Protocol applicable to Active, Compliant, and Unwiped recipients.
Recipients who encounter this document outside of that classification — who do not recognize the institutional context of its language, who find the tier structure novel rather than operational, who are reading this as an artifact rather than as a memorandum — are outside the intended distribution.
The Alignment Office notes that this situation, while irregular, is not unprecedented.
It is typically self-correcting.
